River call doesn’t work with a low pocket pair and 2 pair on board

Using DH2: 2.0.1.6537. In the following Ignition Raw Hand History, I created a new River rule with only ‘River Call’ as a filter. With ‘Any Hand Value’ checked a note was created for P6. When every Hand Value was manually selected, there was no note.
